binutils-mingw-w64-i686 software package provides Cross-binutils for Win32 (x86) using MinGW-w64, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install binutils-mingw-w64-i686
binutils-mingw-w64-i686 is installed in your system.
Make ensure the binutils-mingw-w64-i686 package were installed using the commands given below,
